Consultation on proposed DSA Levy

The Competition and Consumer Protection Commission (CCPC) is the competent authority for Articles 30, 31 and 32 of the Digital Services Act 2024 (“DSA”), relating to consumer online platform providers (marketplaces), which allow consumers to conclude distance contracts. The CCPC will have new supervision and enforcement responsibilities in relation to online marketplaces’ compliance with rules relating to;

  • Article 30 Traceability of traders,
  • Article 31 Compliance by design,
  • Article 32 Right to information.

To fund its activities as a competent authority, the Digital Services Act 2024 provides for the CCPC to impose a levy on relevant consumer online platform providers. 

The CCPC has published a public consultation on its proposed DSA Levy approach and proposed Levy Order for imposing a DSA Levy for 2025.

Public Consultation 

The CCPC is inviting submissions from stakeholders and other interested parties on its proposed approach in respect of the levy period from 1 April 2025 to 31 December 2025.

Submissions will only be accepted when submitted via email to consultations@ccpc.ie.

The consultation period will run from 5 February 2025 to 5pm 4 March 2025.

Respondents are requested to note that the CCPC intends to publish the submissions that it receives in response to this consultation on its website. Please provide your response as a non-confidential document, with confidential information contained in a separate annex or submit a redacted non-confidential version together with your response.
